Dear Mr. Johnson:

Reference (a) provided the guidance needed by licensees in order to modify their current schedular commitment to Generic Letter (GL) 89-10.

For these licensees, Supplement 6 requested the status of the GL 89-10

program, and, for any valve that will not be dynamically (i.e.

~P) tested by the current commitment

date, corresponding information that supports operability of the MOV, as well as the schedule for completing MOV testing.

This generic letter response is to be submitted at least 60 days prior to RG&E's current commitment date of June 28, 1994.

The purpose of this correspondence is to inform the NRC that the requested information will not be available by April 29, 1994 for the reasons outlined below:

GL 89-10 Supplement 6 was received by RG&E during the Ginna Station Annual Inspection and Refueling Outage, and just prior to the GL 89-10 Phase II NRC Inspection.

All MOV program resources have been directed towards MOV diagnostic testing and accommodation of the NRC inspectors on site during the week of March 21, 1994.

RG&E recently submitted a request for a one-year extension (Reference (b)) beyond the original scheduled commitment date to June 28, 1995.

That letter provided the status of the GL 89-10 program and the expected schedule for completing the MOV testing.

It did not include the valve-specific information, as is requested in Supplement 6.

Additional time is needed to compile this additional information, some of which is best based on testing that has just been completed during the 1994 outage.

On May 5, 1994, the Cooperative Efforts Group (comprised of Northern States

Power, Wisconsin Electric, Wisconsin Public Service and RGGE) is scheduled to hold a meeting with the NRC (Reference (c)) to finalize discussions regarding the use of PRA and its impact on MOV testing.

The results of that meeting could potentially impact the schedule with respect to remaining scope of MOVs that require testing.

Therefore, in order to accurately respond to Supplement 6 of GL 89-10, RGGE respectfully requests an extension from the April 29, 1994 response date, to May 29, 1994.
