SUBJECT'INNA INSPECTION REPORT NO. 50-244/94-.03
This letter refers to the announced inspection conducted by Mr. Thomas J. Kenny and
Mr. Daniel T. Moy from March 21-25, 1994, at the Ginna Nuclear Power Plant, Ontario,
New York. The inspection was focused on issues important to public health and safety,
specifically, the motor-operated valve (MOV) program at Ginna, and program enhancements
developed in response to a previous April 1992 NRC team inspection.
The preliminary
results of this inspection were discussed with Mr. Joseph A. Widay on March 25, 1994.
This inspection determined your progress toward the scheduled MOV program completion
date and evaluated the implementation of your commitments to NRC Generic Letter 89-10.
The inspectors noted that Rochester Gas and Electric has a well-managed and executed MOV
program.
Previous findings have been satisfactorily addressed,
high risk MOV dynamic
testing is essentially completed, and the program is on schedule for completion, with the
exception of dynamic testing.
Regarding your February 3, 1994, request to extend your
schedule for dynamic testing, you should consider the guidance provided in Supplement 6 to
Generic Letter 89-10 for such justification.
No reply to this letter is required.
