March f994 Doc@et No. 50-244 Dr. Robert C. Hecredy Vice President, Nuclear Production Rochester Gas and Electric Corporation 89 East Avenue Rochester, New York 14649

Dear Dr. Hecredy:

SUBJECT:

RESPONSE

TO GENERIC LETTER 91-11,"RESOLUTION OF GENERIC ISSUE 48,

'LCO's FOR CLASS 1E VITAL INSTRUMENT BUSES','ND 49,,

'INTERLOCKS AND LCO's FOR CLASS lE TIE BREAKERS,'URSUANT TO 10 CFR 50.54(f)"

FOR R.

E.

GINNA NUCLEAR POWER PLANT (TAC NO. H82414).

i On July 18, 1991, the NRC issued Generic Letter (GL) 91-11'hich contained the staff resolution of Generic Issues 48 and 49.,

The. GL required that licensees certify that procedures exist which contain time limitations and',surveillance requirements for vital instrument buses (VIB), inverter's or other onsite power sources for VIB, and tie breakers.

If procedures do not exist, a

justification demonstrating the reasons why the controls are not needed is required.

I By letter dated February 3,

1992, you responded 'to the GL.

After reviewing system configurations procedures, and Technical Specifications requirements, some plant procedures were revised as an additional measure to ensure that electrical configurations were consistent with 'the plant design basis and that procedures for time 'tions and surveillance requirements are in place at your site.

The staff has reviewed your response and finds that it meets the reporting requirements set forth in GL 91-11.

This completes the staff's activities on TAC No. M82414.

Sincerely, original signed by Allen R. Johnson, Project Manager Project Directorate I-3 Division of Reactor Projects I/II Office of Nuclear Reactor Regulation cc:
