SUBJECT:
NRC INSPECTION 50-244/93-22
This letter transmits
the October 24 to November 27,
1993 inspection findings of Messrs.
T. Moslak and E. Knutson at the R. E. Ginna Nuclear Power Plant.
At the end of the
inspection, the findings were discussed with Mr. J. Widay and other members of your staff.
The inspection was focused on areas
relevant to public health and safety and examined
the
control of operations,
maintenance,
and engineering conducted during this period.
Within this
scope, the conservative management
response to promptly place the plant in cold shutdown and
replace degraded blowdown piping was noteworthy.
Strong engineering support and effective
coordination between maintenance
and operations departments
were evident in completing this
activity.
The identification by an auxiliary operator ofa failure by technicians to reinstall chains and locks
on two valves following a surveillance test represented
a violation of regulatory requirements
as identified herein.
The resulting comprehensive investigation and prompt management action
demonstrated
a
strong
commitment
to
ensure
compliance
with administrative
controls.
Therefore, the violation is not being cited because the criteria specified in Section VII.Bof the
Enforcement Policy were satisfied in that the condition had minor safety significance, was self-
identified, and was expeditiously corrected.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter and
its enclosure willbe placed in the NRC Public Document Room.
No response
