SUBJECT:
NOTICE OF VIOLATION(NRC INSPECTION REPORT NO. 50-244/93-21)
This refers to an announced
inspection conducted by Mr. L. Scholl of this office on
October 4, 1993 to October 13, 1993.
The inspection included a review of activities
authorized for your R. E. Ginna facility. At the conclusion of the inspection, the findings
were discussed with those members of your staff identified in Attachment
1 of the enclosed
report.
Areas important to public health and safety were examined during the inspection and are
identified in the NRC Region I inspection report, which is enclosed with this letter.
Within
these areas,
the inspection consisted of selective examinations of procedures
and
representative
records, and interviews with personnel.
The purpose of the inspection was to
determine whether activities authorized by the license were conducted safely and in
accordance with NRC requirements.
We found that your staff has continued to resolve issues identified during the Electrical
Distribution System Functional Inspection performed in 1991.
The electrical system
calculations and changes
to procedures
that were identified as necessary
during that
inspection have been completed and were found to be thorough and of high quality. Your
review and followup of electrical distribution system deficiencies identified at other facilities
was generally good.
However, based on the results of this inspection, the testing of the emergency diesel
generators
appeared
to be in violation of the plant Technical Specifications,
as specified in
the enclosed Notice of Violation (Notice).
The emergency bus load shed function has not
been tested.
The verification of the proper operation of this circuitry during periodic testing
is important since the failure to shed loads during an accident could result in the overload
and subsequent
loss of the EDG.
This violation is of particular concern because,
although
the adequacy of EDG testing has been the subject of recent NRC Information Notices, the
deficiency was not identified by your staff.

In your response,
you should document the
specific actions taken and any additional actions you plan to prevent recurrence.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter and
its enclosures willbe placed in the NRC Public Document Room.
The responses
directed by this letter and the enclosed Notice are not subject to the clearance
procedures of the Office of Management and Budget as required by the Paperwork Reduction
Act of 1980, Pub. L. No. 96.511.
