By letters dated April 23 and September 23,

1992, you submitted your response to anomalies, including revisions related to the Ginna inservice testing (IST) program, identified in an NRC Safety Evaluation (SE) dated April 15, 1991.

The NRC staff reviewed your responses and issued a subsequent SE on October 20, 1992, which identified three remaining anomalies.

By letter dated April 26, 1993, you submitted responses to the remaining anomalies identified in the October

1992, SE and included new and revised relief requests.

The staff has reviewed your April 26,

1993, responses.

The enclosed SE was prepared by the NRC to provide the results of the staff review, which is summarized below.

The Code of Federal Regulations, 10 CFR 50.55a(f), requires certain Class 1,

2, and 3 pumps and valves in water-cooled nuclear power facilities to meet the IST requirements stated in the ASHE Boiler and Pressure Vessel Code (Code),

Section XI:

specifically Subsection IWP, "Inservice Testing of Pumps in Nuclear Power Plants,"

and Subsection IWV, "Inservice Testing of Valves in Nuclear Power Plants."

Guidance on acceptable alternatives to Code requirements has been provided for certain aspects of IST by NRC in Generic Letter (GL) 89-04, "Guidance on Developing Acceptable Inservice Testing Programs."

The staff denies relief from the requirements to measure quarterly the stroke-time of power operated valves

4297, 4298, and 4480 per IWV-3413.

The request to evaluate the stroke-time testing per IWV-3417 was also denied.

The denials are based on the fact that the testing can be performed during cold shutdowns.

The reclassification of twelve manual butterfly valves serving the inlets and outlets to the four containment recirculation fan coolers from Category A-Active to Category A-Passive does not need to be reevaluated and is acceptable as previously approved.

The request to allow measurement of discharge pressure of the diesel generator fuel oil transfer pumps rather than inlet and differential pressure required no action.

November 4, 1993 No action was required regarding the requested relief from the remote position indication verification requirements of Section XI for pressurizer relief valves and for the proposal to verify valve remote position indication during reactor refueling outages by simulating valve actuation by moving the valve's coil.

The request for relief from the stroke-time measurement requirement of Section XI, IWV-3413 and IWV-3417 for the solenoid control valves that direct diesel fuel oil flow either to the day tanks or back to the diesel oil storage tank is authorized pursuant to 10 CFR 50.55a(a)(3)(ii).

Compliance with the specified requirements would result in hardship or unusual difficulty without a compensating increase in the level of quality and safety.
