UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555 0001 September 24, 1993 Docket No. 50-244 Dr. Robert C. Necredy Vice President, Nuclear Production Rochester Gas and Electric Corporation 89 East Avenue Rochester, New York 14649

Dear Dr. Hecredy:

SUBJECT:

REACTOR VESSEL STRUCTURAL INTEGRITY - REQUEST FOR ADDITIONAL INFORMATION (RAI) (TAC NO. M83733)

Your response to Generic Letter (GL) 92-01, Question 2a, does not specify unirradiated upper-shelf energy (USE) values for beltline forgings 125P666VA1 and 123P118VA1, or beltline welds SA-1101 and SA-848.

Please provide the unirradiated Charpy USE for each forging or provide the unirradiated Charpy USE and analysis from forgings and welds that were fabricated using the same vendor, fabrication timeframe, fabrication process, and material specification to demonstrate that the forgings and welds will meet the USE requirements of Appendix G, 10 CFR Part 50. If this cannot be

provided, please submit an analysis which demonstrates that lower values of USE will provide margins of safety against fracture equivalent to those required by Appendix G of the ASME Code.

Your response to GL 92-01, Question 2b, did not provide a copper chemical composition value for forging 123P118VA1.

Please provide this value for the forging.

There is a discrepancy between surveillance capsule fluence values reported in response to GL 92-01 and values reported in earlier surveillance reports as follows:

GL 92-01 Res onse Fluence Surveillance Re o t Fluence 6.53E18 n/cm 1.02E19 n/cm 1.78E19 n/cm 4.9E18 n/cm (report FP-RA-1) 7.6E18 n/cm (report WCAP-8421) 1.75E19 n/cm (report WCAP-10086)

Please resolve this discrepancy in fluence values and provide a single fluence to characterize the neutron irradiation exposure for each capsule.
