SUBJECT:

NOTICE OF VIOLATION(NRC INSPECTION REPORT NO. 50-244/93-06)

This refers to the inspection conducted by Messrs. T. Moslak and E. Knutson of this office

on March 10 - April 22, 1993.

The inspection included a review of activities authorized for

your R. E. Ginna Nuclear Power Plant.

At the conclusion of the inspection, the findings

were discussed with Mr. J. Widay and other members of your staff.

The inspection examined the overall control of activities during plant shutdown and

cooldown, mid-loop operations,

and outage maintenance activities.

Within this scope,

excellent coordination was evident between the control room staff and outage management

to

reduce shutdown risks.

The Plant Operations Review Committee was found to provide

prompt, conservative assessments

of plant events and emergent operational issues.

Particularly noteworthy was the significant reduction in total personnel exposure achieved

during the outage period.

This effort reflects well structured, integrated planning and strong

management

support.

Based on the results of this inspection, your maintenance program appeared

to be in violation

of NRC requirements,

as specified in the enclosed Notice of Violation (Notice). The

violation is of concern because it was identified by the NRC and your failure to periodically

inspect the roughing filter banks in the containment recirculation fan cooling system

(CRFCS) resulted in a filter bank becoming flammable.

The flammable condition of the

filter bank was, consequently,

not considered in your implementation of fire prevention

measures

during outage work activities on CRFCS.

You are required to respond to this letter and should follow the instructions specified in the

enclosed Notice when preparing your response.

In your response,

you should document the

specific actions taken and any additional actions you plan to prevent recurrence.

After

reviewing your response to this Notice, including your proposed corrective actions and the

results of future inspections,

the NRC willdetermine whether further NRC enforcement

action is necessary

to ensure compliance with NRC regulatory requirements.

In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter and

its enclosures

wiH be placed in the NRC Public Document Room.
