Dear License Fee & Debt Collection Branch:
The subject invoice, dated March 8, 1993, requested payment of $7,523 for Part 55 Service -Operator Exams forthe period June 28, 1992 to September 19, 1992. To avoid potential interest accumulation, we have paid that invoice.
However, during that time period we had no operator exam activity and are not aware of any NRC Part 55 activity related specifically to Ginna.
In addition, a member of the NRC staff indicated to our Training Department that these charges were related to NRC generic activities and that the cost of the generic activities had been allocated among a number of licensees.
We believe that such generic activities are to be recovered under our Part 171 annual fee, and since they are not related to Ginna specifically, are not to be recovered under 10 CFR Part 170.

There, we request refund of $7,523.00.
