SUBJECT:
AUDITFINDING ON PROCEDURE REVIEWS BY OPERATORS This acknowledges your letter of January 25, 1993, in which you discuss an administrative oversight that resulted in four licensed operators not receiving procedure review packages for a two year period.
Specifically, during a quality assurance audit, Ginna personnel identified that abnormal and emergency procedure changes had not been routed to four recently licensed operators from November 1990 to September 1992.
Based on subsequent evaluations, you concluded that you were "confident that each shift operator was cognizant of procedural requirements existing during this period,"
We appreciate your efforts to identify and correct the oversight described above.
Our operator licensing personnel reviewed the evaluation and corrective actions described in your letter and found them to be satisfactory.
Had NRC personnel found this noncompliance with-the 10 CFR 55.59(c)(3)(iv) procedure review requirement for licensed operators, we believe that it would have been categorized as a Severity Level V violation.
As such, this violation willnot be cited because your efforts in,identifying and correcting the oversight meet the criteria specified in section V.G. of the NRC enforcement policy (10 CFR 2, Appendix C).
No response to this letter is necessary.
