Dear Mr. Johnson:
The revised Inservice Inspection (ISI) Program for the 1990-1999 interval for the R.E.
Ginna Nuclear Power Plant is hereby submitted for your information.
The ISI Program represents Appendix B to the Quality Assurance Manual and supersedes our submittal made in Reference (a) in its entirety.
The attached ISI Program document has been reformatted for ease of use.
The Program consists of eleven (11) sections and a Table of Contents.
In this structure each section, which carries its own revision, may be revised independently from the other sections.
In addition, Supplements 1 and 2, to Appendix B, the "Inservice Inspection Program Plan" and the "Repair, Replacement and Modification Program", respectively, were developed for RG&E use in the implementation of the ISI Program.
As stated in our
- letter, Reference (a), it is not our intention to submit the relatively frequent revisions to Supplements 1 and 2.
These supplements are available on site and are reviewed by the ANII r'Pt rP f.l~

and normally examined by NRC inspection staff during refueling outages.
Revisions to Sections 1-11 will be provided to NRC for information as they are revised.
In addition to the reformatting discussed
- above, Appendix B to the QA Manual has been updated to reflect previously agreed upon changes as noted below:
1)
Relief Request No.
4 (Reactor Coolant Pump Case Welds and Intervals) was withdrawn as reflected in Section 2 of Appendix B to the QA Manual.
NRC letter, Reference (b),
found withdrawal of Relief Request No.
4 acceptable.
2)
As stated in the last paragraph of our letter, Reference (c),
RG&E has withdrawn Relief Request No.
3 (authorized Inspection Agency).
This change is reflected in Section 2
of Appendix B to the QA Manual.
3)
As noted in paragraph 2 of our letter, Reference (c),
RG&E agreed to delete the proposed exclusion for removing insulation, during hydrostatic tests, for bolted connections with ferrous steel fasteners used in piping systems for controlling boration.
Paragraph 1.10.3.2 of Section 1 of Appendix B to the QA Manual reflects this change.
Individual revisions of the attached sections of Appendix B are listed below.
