SUBJECT:

NRC Inspection No. 50-244/92-19

An unannounced

safety inspection of the radiological controls program at your facility was

conducted by J. Noggle on December

14 - 18, 1992.

The inspection findings were discussed

with members of your staff on December

18, 1992.

Areas reviewed during the inspection were important to health and safety and. are discussed.

in the enclosed inspection report.

These areas included review of: technician training,and

qualifications, audits and surveillances,

instrument calibrations and health physics program

improvement initiatives.

The technician training and qualification program has undergone significant improvements

including the establishment, of the Training Upgrade Project and the Training Advisory

Committee.

Also demonstrated

was an involvement of mana'gement in training program

'

improvements.

Audits and surveillances of the HP program were adequate,

but generally

were of very broad scope and did not always include review of detailed program areas.

However, excellent program oversight was demonstrated in response to an improper entry to

a high radiation area.

Prompt and appropriate actions were initiated to prevent recurrence,

and, as a result, this was considered

a non-cited violation. The instrument calibration

program was found to be sound and of very good quality.

Good health physics program

initiatives were identified including the determination of a better method for decontaminating

the cavity and the addition of a quality improvement specialist to the health physics

department.

One Unresolved Item was identified during this inspection involving the

adequacy of training records.

This item willbe reviewed during a future inspection.
