Dear Dr. Mecredy:
SUBJECT'NSPECTION REPORT NO. 50-244/92-18
This letter refers to the safety inspection conducted by Mr. A. L. Della Greca of this office at
your corporate offices in Rochester,
New York and at the Robert E Ginna Nuclear Power
Plant on November 9-13, 1992.
Mr. Della Greca discussed
the results of the inspection with
Mr. P. Wilkins and other members of your staff on November 13, 1992.
The inspection was directed toward areas important to public health and safety.
The areas
examined are described in the NRC Region I Inspection Report that is enclosed with this
letter
and included your corrective actions resulting from seven previously identified issues.
Within these areas, the inspection consisted of selective examinations of procedures,
and
representative
records, interviews with'personnel, and observations by the inspector,
We also
reviewed your response to the Notice of Violation pertaining to the environmental
qualification of three safety-related motor operated valves submitted with our letter of
March 30, 1992.
After careful consideration of the finding and of your response letter of
May 6, 1992, we have concluded that the identified deficiency does constitute a violation of
10 CFR 50.49 and that sufficient basis was not provided for the withdrawal of the violation.
We note that the NRC as well as licensees must be vigilant in identifying all sources of safety
significant information, whatever form it takes.
Your corrective actions for the above violation and the other issues reviewed were found to
be acceptable and the issues are closed.
However, we are concerned that your evaluation of
the potential cable routing deviations, identified by you during the review and closure of one
of the NRC identified issues,
was not properly documented.
Your resolution of these cable
routing deviations willbe reviewed later, during a future inspection of your licensed
program.
