Enclosed is the report of the October 7-9, 1992 inspection, by Mr. L. Eckert and others, of
R. E. Ginna Nuclear Power Plant emergency preparedness
(EP) and of the partial-participation,
annual EP exercise.
Discussions of our findings were held by Mr. Eckert with you and other
members of your staff.
The areas examined during this inspection are described in the NRC Region I report which is
enclosed with this letter. Within these areas,
the inspection consisted of inspector observations,
interviews with personnel,
and examination of procedures
and records.
The inspection conclusion was that exercise performance
demonstrated
the ability to protect
public health and safety.
Exercise strengths included Simulator Control Room command
and
control and Emergency
Operations Facility communications.
No exercise
weaknesses
were
identi fied.
