GINNA NUCLEAR POWER PLANT REQUEST FOR ADDITIONAL INFORMATION (TAC NO. H83569)

We have reviewed your letter dated March 23,

1992, submitted to amend Technical Specification 6.5. 1, "Plant Operations Review Committee (PORC)

Function."

The staff was concerned with the lack of a specification to the actual number of PORC members.

By removing the specific titles of PORC

members, the number of PORC members becomes indeterminate.

The staff requires a 'statement describing the number of PORC members.

This can be a fixed

number, or a minimum and maximum number.

If a fixed number is chosen, and it is larger than the current

number, then the quorum needs to be revised to
ensure, as a minimum, the current percentage of PORC members is required for a quorum.

If it is not a fixed number, then the quorum requirement of Section 6.5. 1.3 should be revised to reflect the staff position that the quorum should be a majority of the regular members.

We ask that you respond to this request for additional information (RAI) at your earliest convenience.

The reporting and/or recordkeeping requirements contained in this iletter affects fewer than ten respondents; therefore, the Office of Management and Budget (OHB) clearance is not required under P.
