R. E. GINNARESIDENT INSPECTION 50-244/92-15 (9/9/92 - 10/26/92)
This letter transmits
the September
9 to October 26,
1992 inspection findings of Messrs.
T. Moslak and E. Knutson at the R. E. Ginna Nuclear Power Plant.
At the end of the
inspection, Mr. T. Moslak of my staff summarized the findings with Mr. J. Widay and other
members of your staff.
The inspection was focused on areas relevant to public health and safety and examined
the
control ofoperations, maintenance,
and engineering conducted during this period. The plant was
operated safely during this period.
Within this scope, the aggressive management
response
to
strengthen
controls for processing
minor administrative changes
to procedures
following the
identification of a procedural error was noteworthy.
This error represented
a violation of
regulatory requirements
as identified herein.
However, the violation is not being cited because
the criteria specified in Section VII.B of the Enforcement Policy were satisfied in that you
identified and promptly corrected the condition.
Strong engineering support and effective coordination between the maintenance
shops was also
demonstrated
in correcting a degrading fuel oil booster pump discharge pressure
on the "B"
A proactive approach to addressing
maintenance
issues continues
to be an organizational strength.
