INSPECTION REPORT NO. 50-244/92-12

This letter refers to the engineering and technical support inspection conducted by

Mr. H. Gregg of this office at the Rochester Gas and Electric Corporation, Nuclear

Engineering Services Department offices in Rochester, New York during the period

August 17-21, 1992.

Mr. Gregg discussed

the results of the inspection with Mr. Wrobel and

other members of your staff at the inspection exit meeting on August 21, 1992.

This

inspection concluded on October 8, 1992, with a conference call to clarify service water

system open items with the licensee's

representatives,

Our inspector reviewed activities related to design modifications and engineering/technical

support for the Robert E. Ginna Nuclear Power Plant.

The inspection of design

modifications and engineering support of site activities was performed to assure that

equipment and systems would continue to perform their function in protecting the health and

safety of the public, and that engineering has an effective role in this process.

The

engineering support activities that were reviewed were found to be effective.

Your vendor

manual update project has shown good progress and the new vendor manual format has been

substantially improved.

Our inspector also reviewed several of your engineering resolutions of NRC inspection items

identified during the R. E. Ginna service water system team inspection {50-244/92-201).

Your system for tracking commitments and close-out of prior identified items was well

organized and effective.
