APPLICATION FOR AMENDMENT TO OPERATING LICENSE NO. DPR-18, APPENDIX A, TO REVISE GINNA TECHNICAL SPECIFICATIONS'ECTIONS 6.9. 1.2 AND 6.9.2.5.

Your letter, dated March 20,

1992, proposed to revise Sections 6.9.1.2 and 6.9.2.5 for the purpose of removing marked-up changes to the Ginna Technical Specifications (TS) and providing an auditable trail (document traceability) for authorized changes.

It would appear that your intention is to have the Ginna TS provisions track changes in 10 CFR 50.4 as amended.

This is unnecessary.

The regulation by its own terms (10 CFR 50.4(f)) replaced the existing requirements and licensees were told in the Statement of Considerations (51 FR 40303) to make pen and ink changes in deleting conflicting directions.

There is no need to go through the process of amending the Ginna TS.

Accordingly it is our understanding, by telephone-conversation between Rochester Gas and Electric (George Wrobel) and myself on June 3, 1992, that you will withdraw your application for amendment to Operating License No.

DPR-18, dated March 20, 1992.

If your withdrawal request is received before August 30, 1992, there will be no need for the NRC staff to formally deny the application.
