MOTOR-OPERATED VALVEINSPECTION AT R.E. GINNA NUCLEAR
POWER PLANT (NRC INSPECTION REPORT NO. 50-244/92-80)
This letter refers to the NRC team inspection conducted on April 6-10, 1992, at the
R.E. Ginna Nuclear Power Plant, Ontario, New York, to evaluate the adequacy of your
actions to assure the reliability of motor-operated valves (MOVs). Specifically, our
inspectors reviewed the programs that you have developed in response
to NRC Generic Letter 89-10, "Safety-Related Motor-Operated Valve Testing and Surveillance."
This Generic Letter
provides recommendations
for licensees to develop and.implement programs to ensure that the
switch settings (torque, torque bypass, position limit and thermal overload) for motor-
operated valves in safety-related
systems are selected,
set and maintained so that these
components will operate adequately during design-basis conditions.
A well implemented
MOV program is essential to protect the health and safety of the public by assuring reliable
opening and closure of valves in safety-related
systems.
Our inspectors observed
that the implementation of your MOV program is progressing
effectively towards its scheduled completion by June 1994 and in accordance with the
recommendations of Generic Letter 89-10.
The team also found your initiatives in
performing differential pressure
testing and knowledge of personnel involved with motor-
operated valves noteworthy.
A good level of management
attention was visible in the
implementation of the MOV program.
We expect that this level of management
support will
continue to assure timely and effective completion of this program implementation through
effective management
overviews and assessment.
The results of this inspection,
as detailed in the enclosed report, were discussed during the
exit meeting on April 10, 1992.
At the exit meeting, your staff acknowledged the inspection
findings and agreed to review the areas requiring clarifications or improvements for resolution
as summarized
in Table l.
On April 20, 1992, your staff further clarified several of your
commitments. Ifyour understanding of the actions to enhance the MOV program as
summarized in Table
1 is different, please notify me in writing as soon as possible.
