PRESSURIZER SURGE LINE THERMAL STRATIFICATION, BULLETIN 88-11, GINNA NUCLEAR POWER PLANT (TAC NO. M72135)

On December 20,

1988, NRC Bulletin 88-11, "Pressurizer Surge Line Thermal Stratification," was issued to all holders of operating licenses or construction permits for pressurized water reactors (PWRs).

The Bulletin requested specific actions to ensure pressurizer surge line integrity with specific consideration of the issue of thermal stratification.

In correspondence dated March 6, 1989 and May 31,

1989, RG&E informed the NRC that resolution of the pressurizer surge line thermal stratification issue for Ginna would be accomplished by a combination of Westinghouse Owners Group (WOG) and plant specific programs.

This letter is to inform you that the review of the WOG report (WCAP-12639) has been completed by the NRC staff and can be used for Ginna to satisfy Actions l.c and l.d of'Bulletin 88-11 provided plant specific applicability is demonstrated and additional evaluations not included in the WOG program were performed (Enclosure).

By letters dated February 8,

1991, and October 29,
1991, RG&E submitted WCAP-12928 and WCAP-12929 plant specific analyses of thermal stratification effects on the Ginna pressurizer surge line.

A staff review of that report concludes that RG&E has verified the applicability of WCAP-12639 and performed the additional analyses necessary to complete items l.c and l.d of V205050287 920421 PDR AOaCV 08000244

Therefore, TAC No. H72135 associated with the Ginna response to Bulletin 88-11 has been closed.
