to NRC Inspection Report 50-244/91-28.
We recognize the significant efforts you have taken to:

Provide and conduct training on a streamlined method for on-shift calculation of site
boundary dose projections for monitored atmospheric releases,
Evaluate the Nuclear Emergency Response
Plan for improvement.

Provide identification/annunciation of the operating mode of the Technical Support
Ceriter ventilation system.

Increase the number of qualified emergency response organization personnel..

We also. appreciate your concern that we found your drill/exercise program to be lacking in
formality and consistency because of "one or two non-standard drill notes."
However, our
inspection report also noted (Detail 3.5) other bases for our conclusion (the lack of a central
file for drill/exercise records and missing information, such as drill objectives and Milestone
Committee minutes).
Nonetheless,
in view of your disagreement,
we willreview this matter
. in more detail during a future inspection.
In the interim, you may find it beneficial to
consider'implementing
actions to increase the auditability of your program records.
