Pursuant to your responses to (1) Generic Letter (GL) 89-10 on December 28,

1989, (2)

NRC letter dated July 13,

1990, and (3) the issues discussed in a telephone-conversation (tele-con) between NRC (Johnson) and Rochester Gas and Electric (RGSE, Wrobel) on February 13, 1992, the NRC licensing action for this activity is considered complete.

The tele-con of February 13, 1992, regarding NRC letter dated July 13,

1990, is documented as follows:

RG&E will utilize the "two stage" approach as outlined in GL 89-10 and discussed at the workshops, as applicable.

(2)

RG&E's proposed schedule for testing is consistent with the recommendations of GL 89-10.

Should these commitments

change, please inform the staff in writing.

Acceptability of your GL 89-10 program will be determined during a future NRC inspection.
