REQUALIFICATION PROGRAM EVALUATION REPORT

NO. 50-244/91-24(OL-RQ)

On October

16

18,

1991,

the

NRC administered

requalification examinations

to

employees

of your company

who operate

the

R.

E.

Ginna Nuclear

Power Station.

The evaluation

was conducted

in accordance

with sections

601 through

604 of

NUREG-1021, Operator Licensing Examiner Standards,

Revision 6, (6/1/90).

The

evaluation

had two purposes:

(1) evaluation of the effectiveness

of the

licensed

operator

requalification training program at maintaining the

competency of the licensed operators,

and (2) examination of the individual

operators

to determine if they would satisfy the regulatory requirement of

passing

an

NRC administered

examination prior to license

renewal.

At the

conclusion of the examination/evaluation,

any generic findings that evolved

as

a result of the examination

were discussed

with those

members of your staff

identified in the enclosed

report.

As evaluated

by the

NRC, both crews

passed

the simulator portion of the

examination

and five of seven operators

passed all portions of the

examination.

One senior operator failed the written portion,

and

one other

senior reactor operator failed both the simulator and written portion of the

examination.

The two senior reactor operators

who failed the examination

were

immediately

removed

from licensed duties

and assigned

to

a remedial training

program to address their individual identified weaknesses.

Their return to

licensed duties

may resume after satisfactory

reexamination

by your staff.

Since less

than twelve operators

were examined during this cycle,

a

programmatic

evaluation will be deferred until inclusion of the next annual

cycle of NRC administered

requali.fication examinations.

During this requalification examination,

a review of several

medical

certification records

was performed to ensure that

10 CFR 55.53(i)

requirements

were being met.

The administrative controls, just recently

strengthened,

were determined to be adequate

for this program.

In accordance

with 10 CFR 2.790 of the Commission's

regulations,

a copy of

this letter and the enclosure will be placed in the

NRC Public Document

Room.
