R. E. Ginna Resident Inspection 50-244/91-10 (4/15/91'- 5/20/91)
From April 15 to May 20, 1991, the NRC Region I staff conducted a routine safety
inspection at your facility. Wehavedocumented
theresults in the enclosed report. At
the end of the inspection, Mr. T. Moslak of my staff summarized the findings with
Messrs. T. Marlow, J. Widay, and other members of your staff.
The inspection examined the overall control of activities during the refueling outage, mid-
loop operations, plant start-up, and power escalation.
We found management
to be actively
involved in controlling these activities.
Particularly noteworthy was site managements's
comprehensive
response
to emergent work on the service water system and leak-off line weld
repair to a Residual Heat Removal System valve.
The coordinated actions taken by the
operations,
maintenance,
engineering, quality control, and health physics organizations were
prompt and thorough.
