, Summary of NRC Region I Engineering Symposium/Workshop Enclosed is a summary of the subject symposium held from February 20 - 21, 1991, at the Sheraton Valley Forge in King of Prussia, Pennsylvania.
The objective of the meeting was to promote discussion and a better understanding between the utility engineering personnel and the NRC staff regarding the engineering department's role in support of plant activities.
Approximately 200 representatives from the NRC, utilities and other industry organizations participated in the symposium.
The two keynote speakers, one each from the NRC and the industry, introduced the discussion topics for the workshops.
A guest speaker from a Region V utility presented his experiences with the Region V Engineering Managers'orum.
The attendees were assigned to one of the eight work groups to discuss one of the following topics:
(1) Elements of a good engineering organization; (2) Licensee's actions with degraded conditions, including operability/reportability determinations; and (3) The modification process including 10CFR 50.59 reviews.
The work groups met for four hours in two 2-hour sessions.
Each group discussed one of the above topics, and identified strengths, weaknesses,
- concerns, and recommendations for the NRC and the industry.
Recommendations for the NRC and the industry were identified as listed below:

Develop design basis standards for the industry.
Establish guidelines for the timeliness for operability determinations.
Each licensee establish clearly developed design basis documents for their unit.
Define categories of modification.
Improve the industry standard NSAC 125 to provide examples of good 10CFR 50.59 reviews.
Establish measures based on safety to prioritize and control backlog of engineering projects.
Train personnel in the modification process and operability/reportability determination.

Establish consistent guidance on operability and reportability.
Endorse NSAC 125 for 10CFR 50.59 reviews.
Endorse the industry standard for design basis, when developed.
Endorse the industry guideline for timeliness for operability determinations, when established, Endorse the industry definition of modification categories, when established.
Train NRC personnel in the modification process and operability/reportability determinations.
We have forwarded a copy of this enclosed report to the NRC Headquarters and requested assistance in completing the action items identified for the Commission.
Progress in our efforts to complete the action items willbe provided to you in a future letter.
