Declaration of Emergency Classifications R. E. Ginna Nuclear Power Plant Docket No. 50-244

Dear Mr. Hehl:

During our January 29, 1991 meeting, we discussed the policy to be used at Ginna for classifying conditions which are dis-covered after the conditions are no longer in effect.

The following policy has been issued to all control room personnel and to all plant personnel who are qualified to serve as Emergency Coordinators.

Any time a current set of conditions is identified which requires an Emergency Classification, the proper level of class-ification shall be declared even if the condition is quickly corrected.

For example, loss of all annunciators, an Alert level

event, shall require classification even if repairs should be completed prior to the initiation of notifications.

In this

case, the notification of the Alert condition could also state that the condition had been corrected and a downgrade of class-ification was in progress.

Any time the conditions are identified that would have warranted an Emergency Classification but are no longer in effect at the time of identification, an Emergency Classification will not be declared.

However, the NRC will be notified that such a

condition had existed.

This notification will be made by means of the NRC Emergency Notification System (ENS) phone.

Courtesy notifications will also be made to Wayne and Monroe Counties and to New York State.

This policy does not affect certain identified conditions, such as an ATWS, which requires classification even when no longer in the conditions.

Mr. William Hehl March 22, 1991 The purpose of this policy is to ensure that appropriate notifications are made but to avoid mobilization of resources when not warranted.

We will continue to evaluate this policy and will be incorporating it into existing procedures.
