Enclosed is an Application for Amendment to Operating License to amend. Appendix A of that license to modify the method of locking open motor operated valve 856, the refueling water storage tank delivery valve, when the Reactor, Coolant System temperature is at or above 350'F.'ince this method has already been determined, to be acceptable for valves 896A and 896B, this 'proposed. change is considered administrative in nature.

This proposed amendment should be considered effective 30 days after RG&E receipt of NRC approval and upon completion of the MOV-856 control power circuitry modification.
