Dear Mr. Johnson:

In a letter dated June 5, 1990, concerning NRC Generic Letter 89-08, RG&E described the important aspects of the Erosion/Corrosion Control Monitoring Program for carbon steel piping at Ginna Station.

RG&E has implemented an Erosion/Corrosion Control Monitoring Program at Ginna and has performed.

a significant number of inspections over the past several years.

Replacement of piping components has occurred, when necessary.

During the 1990 outage, the selection of inspection locations was augmented with a newly developed program manual based upon the requirements of NUREG-1344 and NUMARC Erosion/Corrosion report dated July 11, 1987.

Although the program has been implemented, the procedural controls to formalize the program are not yet complete.

Our June 5 letter committed to completing the procedures for process and administrative controls by 10/30/90.

This letter provides a

current status of these procedures.

The functional groups involved in the Erosion/Corrosion Control Monitoring Program are Corporate Engineering, Materials Engineering and Inspection Services, Ginna Maintenance and Ginna Technical Engineering.

Draft version of the following procedures have been completed:

a)

RG&E Corporate Engineering Procedure, QE-333, "Erosion/Corrosion Control Monitoring Program for Carbon Steel Piping".

Materials Engineering and. Inspection Services Procedure, QMEIS-913 "MEIS Implementation of Erosion/Corrosion Procedure".

Engineering Technical Specification ME-295 for Erosion/Corrosion repair/replacement.

These draft procedures and specification are currently undergoing formal review, as part of the RGRE approval process.

In addition, the following documents will also be revised or prepared:

Existing A-300 series Plant Procedures will be revised by Technical Engineering to implement the requirements of Erosion/Corrosion.

An Erosion/Corrosion Integrated Program Plan document will be prepared to serve as the umbrella mechanism for administering all the pertinent procedures and.

specifications.

The"procedures,and i'ntegrated~program plan will be completed by 3./31/91.'hese documents'will be fully in effect to be utilized during'he 1991 refueling outage inspection.
