Updated Response to NRC IE Bulletin 89-03; Potential Loss of Shutdown Margin During Refueling Operations R.E. Ginna Nuclear Power Plant Docket No. 50-244

Dear Mr. Johnson:

NRC Bulletin 89-03 requires each licensee to notify the NRC by letter whether they have taken or will take the actions specified, in this Bulletin. The purpose of this correspondence is to inform the NRC of the changes in Rochester Gas and Electric Corporation's (RG&E) plans to address the actions specified in NRC Bulletin 89-03.

RG&E's original response, dated January 25, 1990, was based on Westinghouse guidelines in effect at the time of the response.

Subsequent to the response, Westinghouse has modified the guidelines. The modified guidelines provide new information regarding placement of fuel assemblies when temporarily stored along the baffle or when used to construct temporary boxes which may be required, to load a difficult assembly.

This analysis is applicable to fuel assemblies with enrichments .up to 5.0 weight percent U-235. RG&E will incorporate the Westinghouse, "Subcriticality and Core Coupling Guidelines for Core Loading" currently in effect into its fuel assembly movement sequence procedure prior to the next core reload in April 1990. Following these guidelines will assure that the shutdown margin requirements of RG&E's Technical Specifications are maintained during refueling operations and satisfy the concerns in Bulletin 89-03.
