VERIFICATION OF THE ACCEPTED VERSION OF GLOBAL NUCLEAR FUEL TOPICAL REPORT NEDC-33376P, REVISION 1, LANCR02 LATTICE PHYSICS MODEL DESCRIPTION AND TOPICAL REPORT NEDC-33377P, REVISION 1, LANCR02 LATTICE PHYSICS MODEL QUALIFICATION (CAC NO. ME1695)

Dear Mr. Head:

By letter dated December 15, 2016 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML16350A275), Global Nuclear Fuel (GNF) submitted an accepted (i.e., -A) version of Topical Report (TR) NEDC-33376P, Revision 1, LANCR02 Lattice Physics Model Description, and NEDC-33377P, Revision 1, LANCR02 Lattice Physics Model Qualification, to the U.S. Nuclear Regulatory Commission (NRC) staff. GNF has done so in accordance with our request to publish an approved version of this TR, as detailed in the transmittal letter of the NRC staffs final safety evaluation (SE) (ADAMS Accession No. ML16340A063) of the original TR. It is understood that the approved versions of NEDC-33376P, Revision 1, and NEDC-33377P, Revision 1, are designated as NEDC-33376P-A, Revision 3 and NEDC-33377P-A, Revision 3 because GNF-A submitted a Revision 2 of these documents to the NRC staff on an interim basis in order to support the resolution of the request for additional information (RAI) responses.

The NRC staff has completed its review of the accepted version of the TR. The NRC staff verified that GNF has met the requirements and determined that the submitted -A version is acceptable for referencing in licensing applications for nuclear power plants to the extent specified and under the limitations delineated in the accepted version of the TR.

It is noted here that six lines of information in the NRC safety evaluation (SE) that accompanies both of the above documents were inadvertently withheld and should be made public. This information constitutes 2.e of page 48 of the SE within the documents (ADAMS Accession Nos. ML16350A277 and ML16350A281) and one sentence following it and is presented here:

Coding error corrections performed under the GNF Software Quality Assurance program provided that they do not alter the LANCR02 methodology as presented in the model description LTR.

It should be noted, however, that departures from the numerical methods currently employed in LANCR02 for code convergence would require NRC review and approval prior to implementation.

J. Head TR NEDC-33376P-A, Revision 3 and NEDC-33377P-A, Revision 3, are now approved for use in future licensing actions as specified in the final SE.
