The purpose of this procedure is to provide guidance fo'r personnel who will staff the Operational Support Center (OSC).'hese personnel will assist the TSC and Control Room with emergency functions as requested.

3.0 INSTRUCTIONS
3.1 3 '
An area of the Technical Support Center (TSC) is designated as the Operations Support Center (OSC).
During normal working hours (or if on site) the following persons will report directly to the OSC upon announcement of an Alert level or greater.

Pipefitter Foreman 2.
Machinist Foreman 3.

Electrician Foreman 5.
Maintenance Foreman 3.2.1 Additional Personnel as requested willbe obtained from the shops or Emergency Survey Center.

3.4 3.F 1 Personnel at the Training Center Auditorium will be under the direction of the Survey Center Manager until they have been specifically assigned to the OSC or another designated function.
Personnel assigned to the OSC will be under the direction of the Plant Maintenance Assessment Manager.
Upon arrival at OSC:
Assure your name is posted on TSC magnetic organization chart.

Sign out a dosimeter.
Perform responsibilities as described in SC-200.
Maintain log book for documentation of events.
Account for personnel available for use.
Account for personnel present at OSC.
Account for personnel assigned functions and their location.

Notify TSC of personnel present at OSC and when it is operational.
During off duty hours individuals will be called to report to Ginna Station.
They may be directed to report to the OSC using normal entrance procedure, or they may be directed to the Emergency Survey Center where they shall:
Obtain a TLD and a pocket dosimeter.
Obtain appropriate tag from survey center tag board and log name under tag.
Follow instructions on tag.
Refer to SC-230 Immediate Entry for additional guidance.
Refer to SC-235 Repair and Corrective Action Guide for additional guidance.
Tag assignments are listed in Attachment I.

Attachment 1 should be filled out with the assistance of the Shift Supervisor and Control Room personnel.
The computer may be used to obtain information.
When the parameter is measurable (ie. pressurizer level) use the numerical value.
When the parameter is not measurable the condition or any deviation from normal shall be noted (ie. core circulation forced or natural).
Report the information on the completed Attachment 1
"Plant Status Form" as directed by the Shift Supervisor or Emergency Coordinator.
This information should be provided every 15 to 30 minutes to the Technical Support Center.
The completed forms shall be returned to the Shift Supervisor or Emergency Coordinator after transfer of the data.

When reactor coolant has leaked into the containment, the source term in the containment atmosphere can be determined from the containment high range are monitor readings or from a containment air sample.
Noble gas and radioiodine concentrations for several types of releases from the fuel are given in Table I.

3.3.4 Multiply the total radioiodine and total noble gas concentrations by the free volume of containment which is 2.75E+10 cc and by 1E-06 Curies per microcurie to get total Curies of both radioiodine and noble gas in the containment atmosphere.
If the containment is pressurized and at elevated temperature, the following correction is made:
