Dear Mr. Ziemann:

In response to your letter dated November 20,

1979, we have prepared the following information.

Also, one copy of the report "Evaluation of Prestressed Tendon Forces Robert E. Ginna Nuclear Power Station" will be sent as Attachment 1 to this letter.

The inspection of June 1977 was the eight year tendon surveillance required by the Technical Specification.

Some of the data recovered during that surveillance, although acceptable based on the Technical Specification requirements, did not appear to correlate well with previous data.

As a result of discussions with USNRC Regional IaE personnel and the containment designer, RGGE decided to perform a retest.

The retesting was completed in October 1979.

The results of an analysis of previous test data, as well as the retest, are con-tained in the attached repo'rt and Addendum I.

The results of all tests are contained in Table 1 of the report and in Table I-1 and I-2 of Addendum I to the report.

The report and Addendum I discuss possible causes of the tendon losses.

The requirements at the time of the design did not include actual relaxation tests and the predictions made were only for the 40 year period.

the tendons within the next year.

A retest of 14 retensioned tendons would be made 6 months later.

An evaluation of the losses in that period would determine the future inspection schedule.

Sections 4.4, page 7; 4.11, page 13; 6.0, page 16; and 2.3, page I-3 of the report Addendum discuss the rock anchors.

It does not appear that these anchors are contributing in a significant manner to the tendon losses.

Table 1 of the report and I-1 and 2 of the'ddendum indicate surveillance results.

Figures 4.1 through 4.42 of the report plot these results against time and include plots of predicted behavior as well.
