Emergency Procedures and Training for Station Blackout Events R.E. Ginna Nuclear Power Plant Docket No. 50-244

Dear Hr. Crutch field:

This letter is in response to a letter dated February 25, 1981 from Hr. Darrel Eiserhut regarding Emergency Procedures and Training for Station Blackout Events (Generic Letter 81-04).

In reviewing Ginna Station's operating procedures to determine plant capability to mitigate a station blackout event, Emergency Procedure E-4, Station Blackout Operation, was assessed.

'Ihis procedure specifies operator actions and precautions necessary to mitigate a loss of all offsite AC but assumes onsite AC power is available via either diesel generator.

In response to Generic Letter 81-04, the Westinghouse Owners Group (WOG) submitted its plans to prepare procedure guidelines for a loss of all AC in letter OG-56 dated April 9, 1981 from Robert W. Jurgensen to D.G.

Eiserhut.

As described in that letter, the procedure guideline will be submitted to the NRC by Septemb'er 1, 1981.

A training seminar will be held on or about October 1,

1981 to provide detailed discussion of the developed guideline with WOG util,ity procedure and training personnel.

Based on the WOG schedule, emergency procedures for a loss of a11 AC will be developed, and training programs will be implemented by the end of the first refueling outage after January 1,

1982 as specified in the impleIIIentation schedule of NUREG 0737, Item I.C.1.
