APPENDIN A NOTICE OF VIOLATION Rochester Gas and Electric Company R.
E. Ginna Nuclear Plant Docket No. 50-244 License No.
DPR-18 As a result of the inspection conducted on May 26-29, 1981 and in accordance with the Interim Enforcement Policy, 4S FR 667S4 (October 7, 1980),
the following violations were identified:
A.
requires each licensee to make or cause to be made, such surveys as may be necessary for him to comply with the regulations in this part.
A survey is defined in 520.201(a) as an evaluation of the radiation hazards incident to the production,
- use, release,
- disposal, or presence of radioactive materials or other sources of radiation under a
specific set of conditions.
When appropriate, such evaluation is to include a physical survey of the location of materials and measurements of levels of radiation or concentrations of radioactive material present.
One such regulation, 520. 103, requires that no licensee
- possess, use or transfer licensed material in such a manner as to permit any individual in a restricted area to inhale a quantity of radioactive material in excess of the limits specified therein.
Contrary to the above, on May 26, 1981 no surveys of the airborne radio-activity concentrations were made t'o determine if several workers performing grinding of the 'B'team Generator tube sheet under Special Work Permit No.
2181 would inhale radioactive material in excess of the limits of 520. 103.
Radioactive material on the tube sheet surface produced dose rates estimated to be as high as 100 rads/hour.
This a Severity Level IV Violation (Supplement IV).
B.
10 CFR 20.409(b) requires that when a licensee reports any individual's radiation exposure to the Commission, the licensee must also notify the individual.
10 CFR 19. 13(a) and 20.202 require that this notification include extremity radiation exposure data.

Contrary to the above, on February 2,
1981 the licensee transmitted reports to two individuals pursuant to 520.409(b) that did not include their extremity radiation exposure data.
This is a Severity Level V Violation (Supplement IV).
Pursuant to the provisions of 10 CFR 2.201, Rochester Gas and Electric Company is hereby required to submit to this office within thirty days of the date of this Notice, a written statement or explanation in reply, including:
(1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved.
Under the authority of Section 182 of the Atomic Energy Act of 1954, as
- amended, this response shall be submitted under oath or affirmation.
Where good cause is shown, consideration will be given to extending your response time.
