SEP Topic III-7.A, Inservice Inspection Including Prestressed Concrete Containment with Either Grouted or Ungrouted Tendons R. E. Ginna Nuclear Power Plant Docket No. 50-244

Dear Mr. Crutchfield:

Rochester Gas and Electric transmitted a letter relative to this SEP topic on February 3, 1982.

In that letter, we stated that any requirements relative to the Ginna containment tendons should be specified in conjunction with the NRC's review of the Containment Tendon Report, submitted by RG&E letter dated February 1, 1982.

RG&E has also reviewed the NRC's December 28, 1981 draft.

SER for this SEP topic, and has the following comments.

Resolution of these comments should be specifically addressed in conjunction with the review of the Containment Tendon Report.

1.

As noted in Section IV, Review Guidelines, the revised Regulatory Guide 1.35 is expected to be issued by mid to late 1982.

Changes to the Ginna surveillance program and Technical Specifications, if required, should be made at that time when implementation of the revised Regulatory Guide 1.35 on existing plants will be determined.

2.

In general, it appears that the additional requirements specified in the Conclusions section of this draft SER can be implemented.

However, the following clarifications apply.

It is expected that the acceptance bands for each tendon will be established prior to the next surveillance test (1983), rather than shortly after analyzing the Lehigh test results.

c The visual inspection of tendon anchorage assembly hardware which was conducted during the 1981 test included only those on top of the containment.

This would also apply to all future visual inspections.

It is noted that a report should be submitted to the NRC after each inspection.

RG&E considers it necessary to submit a report only if Technical Specifciation limits are not met.
