Dear Mr. Crutchfield:

We have evaluated the Refueling Water Storage Tank as required by your letter dated January 7,

1981 (open issue C5) and as addressed in our response dated March 23, 1981.

Our structural analysis, utilizing the very conservative assumptions of Regulatory Guide 1.60 for response spectrum and Regulatory Guide 1.61 for damping values, indicates overstresses in the tank wall, attach-ment bracket, and anchor bolts.

An earlier analysis of the

RWST, transmitted via a letter from Leon D. White, Jr. to Dennis L. Ziemann dated February 12,
1980, noted that the RWST design meets the intent of the original FSAR.

Nevertheless, modifi-cations will be made to the RWST design to upgrade into more current criteria.

Rochester Gas and Electric is not at this time able to make a commitment regarding the exact nature of the modification, nor the time schedule.

As part of the

SEP, the review of certain other topics could influence the final modification.

These topics include III-4.A, "Tornado Missiles" and III-2, "Wind and Tornado Loadings."

In keeping with the philosophy of the Systematic Evaluation

Program, RGRE will define modifications to the RWST, addressing seismic as well as other considerations of differences from current criteria, during the course of the Ginna Integrated Assessment.

Following the definition of the integrated modifications, a schedule for implementation will be proposed.
