Dear Mr. Crutchfield:
This letter is in response to your letter of September 24, 1981 regarding this SEP topic.
In your letter, a set of X/Q values were proposed for the R.
E. Ginna facility, which corresponded to the Exclusion Area Boundary (EAB) defined in the NRC's July 17, 1981 assessment of SEP Topic II-1.A.
Although the X/Q values calculated by the NRC can be con-sidered acceptable as far as the resultant radiological consequences following postulated Design Bases Events (SEP XV topics),
we do not agree with the selected values.
RGSE provided a complete set of X/Q values in a letter dated June 30,
- 1981, based on current Regulatory Guide 1.145 methodology.
In the absence of any comments from the NRC noting the unacceptability of this methodology and results, RGEE proposes that the X/Q values defined in our June 30 letter be used as the licensing basis for the R.
E. Ginna facility.
The September 24, 1981 letter also requested that RGBE propose a Technical Specification change which would result in the EAB being defined by a map as given in the July 17, 1981 NRC assessment, of SEP Topic II-l.A.
We do not believe that making such a proposed change is necessary at t'his time. If any changes are considered necessary, they should be made concurrently with other Technical Specification changes that will result from the completion of the Systematic Evaluation Program.
