Dear Mr. Crutchfield:
The purpose of this letter is to describe the existing Ginna Station fire detection and actuation system power supply and planned modifications, in response to specific questions asked by the NRC staff.
- Recently, a new detection and actuation system including power supply was installed in response to the NRC's Fire Protection Safety Evaluation Report for Ginna Station dated February 14,';1979;
. As 'a result of acceptance testing and startup experience,'ertain power'upply modifications are planned, which will reduce the number of manual actions taken, following loss of primary power supplies.
Existing Power Supply in Recently Installed Fire Detection and Suppression System:
Three Gamewell Flexalarm 3000 panels (Satellite Station A, Satellite Station B, Satellite Station C) and one Alison Control A888 panel are powered by separate 20 amp circuit breakers on Instrument Distribution Panel 1B (IDP1B).
IDP1B is a Train A source, powered by a constant voltage transformer from Motor Control Center 1C (MCClC).
MCC1C has a normal offsite supply and an emergency diesel generator onsite supply.
Satellite Station A (SSA) is located in the Relay Room and provides fire detection and suppression control to all areas outside the Relay Room.
SSA does not have battery backup since it is fed from a Class 1E motor control center with an onsite standby diesel backup.
To prevent inadvertent suppression system actuation caused by reenergizing the panel following loss of offsite power, an undervoltage lockout device interrupts power to SSA when AC power drops to or below 100 volts for 8112290ygg 81122 DR ADOCK 05000244 PDR gag

Train A station batteries power the underyoltage relay and lockout switch.
This condition is annunciated on Satellite Station B (SSB), in the Control
- Room, and an operator then manually resets SSA in accordance with written procedures.
Satellite Station B (SSB) is located in the Control Room and provides fire detection and suppression control for the Relay Room.
Upon loss of power SSB transfers to a dedicated internal battery.
Satellite Station C
(SSC) is located in the Relay Room and supervises valve tamper switches.
No fire detection or
'uppression control is provided by SSC.
SSC is backed by diesels and does not have battery backup.
The Alison Control A888 panel, located in the Turbine Building, provides fire detection for Containment and the RHR pit.
The Alison panel is backed by diesels and does not have battery backup.
Planned Power Supply Modifications:
The internal power distribution in Satellite Station A will be modified to reduce the load on the existing protective devices.
An additional Auxiliary Power Unit will be installed which will improve the power balance.
This modification allows Satellite Station A to perform all required functions with adequate margin within the ampere limits of the circuitry and protective devices.
Four hour capacity dedicated batteries will be installed in Satellite Station A and Satellite Station C.
Upon loss of normal AC power these satellite stations will automatically transfer to the batteries with no interruption of system function.
This eliminates the need for manual reset -and reduces the possibility of inadvertent operation of actuation systems.
Work on these modifications is now underway.
