Comments on NRC Assessment of SEP Topic V-5, July 22, 1981 In Section IV, Evaluation, the second sentence should state the information in the Final Safety Analysis Report, the Technical Specifications, and the referenced
- letters, was reviewed Additional references have been added following the "Conclusions" section of this assessment.
For simplicity, the term "Enclosure 1" should be changed to "Tables 1 and 2" throughout the assessment.
Conclusion 1 appears to be based on requirements in excess of current regulatory criteria.
The discussion of sensitivity of leak detection systems should address only the three required by Regulatory Guide 1.45.
The fact that Ginna has additional capability does not mean that this capability has to be noted in the Technical Specifications.
Additional information has been added to complete and/or correct Table 1.
Additional information has been provided in Table 2. It should be noted that Regulatory Guide 1.45 specifies only that the three leak detect,ion systems of Regulatory Position C.3.1 need to have a
1 gpm in 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> sensitivity.
It should also be noted that operating experience at Ginna has demon-strated the ability to rapidly identify leakage (see LER 81-004, submitted by letter dated February 25, 1981).
It is not clear what the purpose of Table 3 is, or how this table corresponds to Regulatory Guide 1.45 criteria. It is suggested that CVCS makeup be added to Table 1, and Table 3
be eliminated.
Specifications for CVCS makeup have been added to Table 1.
We do not agree that the current Westinghouse Standard Technical Specification 3/4.4.6 should be imposed upon Ginna.
The Ginna Technical Specification 3.1.5 presents limiting conditions for operation for systems to detect RCPB leakage.
The basis provides sensitivities for the minimum three systems required by Regulatory Guide 1.45.
Sur-veillance requirements are provided in Table 4.1-1. It is considered that. sufficient capability is available at Ginna to monitor RCPB leakage, and that this capability is adequately addressed in the Ginna Technical Specifications.
Although Regulatory Guide 1.45 specifies seismic capability for RCPB leak detection equipment, the basis for such a
requirement-is unclear.
Regulatory Guide 1.29, Seismic Design Classificiat'ion, is the general'asis used for deter-mining the'eed to provide seismic capability.
RCPB leak detection is not specified in Regulatory Guide 1.29.
Although much of this instrumentation is expected to be capable of withstanding a seismic event (especially an OBE),
no specific seismic qualification testing was performed for most of this equipment.
(Containment sump level and contain-ment pressure instrumentation are Seismic Category I, however.)
Based on our review of Regulatory Guide 1.29 and SEP Topic III-1, "Classification,"
we do not believe that a specific seismic design requirement for leak detection systems is warranted.
