APPENDIX A NOTICE OF VIOLATION Rochester Gas and Electric Corporation Ginna Nuclear Power Plant License No.
DPR-18 Docket No. 50-244 As a result of the inspection conducted on March 16-19.,
- 1981, and in accordance with the Interim Enforcement Policy, 45FR66754 (October 7, 1980), the following violation was identified.
Section 6.8.1 of the Technical Specifications requires that written procedures shall be established, implemented, and maintained covering the activities referenced in NRC Regulatory Guide 1
~ 33, November 1972.
Regulatory Guide 1.33, November 1972, requires chemical and radio-chemical control procedures.
Procedure PC-18. 1, Chloride Determination, requires the mercuric thiocyanate used in the procedure to have a four week shelf life.
Contrary to the above, Procedure PC-18. 1 was not implemented'n that the mercuric thiocyanate observed by the inspector on March 17, 1981 had an expiration date of January 20, 1981.
This is a severity level VI Violation (Supplement I)
Pursuant to the Provisions of 10 CFR 2.201, Rochester Gas and Electric Corporation is hereby required to submit to this office within twenty-five days of the date of this Notice, a written statement or explanation in reply, including:
(1) the corrective steps which have been taken and the results achieved; (2) cqrrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieVed.
Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended this response shall be submitted under oath of affirmation.
The responses directed by this Notice are not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
