~~;r Station Bla kaa't This letter is in response to your letter dated August 26, 1981.
As described in our previous letter on this subject, submitted on June 25,
- 1981, the Westinghouse Owners Group has been developing generic procedure guidelines for loss of all AC power (blackout) as well as for other emergency conditions.
The blackout guidelines, which have recently been issued in draft form, will be discussed in detail at a training seminar for utility training personnel to be held during the week of September 28, 1981.
Following this seminar, all emergency pro-cedures will be rewritten consistent with the revised guidelines.
Training will then proceed.
Due to the number of procedures which must be revised and due to the need to address the new procedures in a coordinated
- fashion, we do not expect to be able to implement any of the revised procedures, including loss of all AC, prior to the end of our Spring 1982 outage.
In view of the importance you have assigned to this issue, an interim procedure addressing loss of all AC power has been developed.
While it, does not. address all factors discussed in the Westinghouse Owners Group guidelines nor all those factors mentioned in Generic Letter 81-04, we believe that it does provide sufficient interim guidance for the plant operator to assess and respond to a postulated loss of all AC.
Training of the licensed operators in use of the interim procedures will be accomplished by means of on-shift discussions or through regular training sessions.
We expect training to be substantially com-plete by October 19,
- 1981, although there may be a limited number of exceptions due to vacations, off-site simulator training, etc.
