This letter is in response to your Juh g

tter to all SEP licensees concerning the SEP redirects.

n that letter, it was stated that many of the licensee-generated topic assess-ments were considered of "poor quality", and that the NRC staff was concerned that subsequent assessments might also prove to be unacceptable.

Such performance would thus impair the progress of the SEP redirection.

Rochester Gas and Electric must dispute this NRC censure.

RG&E met its commitment to provide four topic assessments prior to April 30, and two additional assessments by June 30.

We are not aware of any significant deficiencies in these assessments (three have already been accepted by the NRC).

We are also not aware of any criticism of licensee-generated topic assessments provided by the staff to the licensees, prior to your July 7, 1981 letter.

We believe that the SEP redirection has been successful, and should be continued.

Rochester Gas and Electric will support the completion of the SEP for Ginna on a schedule generally consistent with the staff's planned "Integrated Assessment".

Attachment 1 to this letter, consisting of a marked up copy of the NRC's June 30, 1981 "Status Summary Report" for SEP, NUREG-0485, provides RG&E's concept of the status of the SEP topics as of August 1, 1981.

Attachment 2 provides an anticipated schedule for'topics which are now lower than status 5, or are expected to require sub-stantial time/manpower to complete.

In some cases, a completion date for these latter topics was very difficult to estimate, and should not be considered firm, since RG&E has just recently received either an NRC assessment for Ginna, or a lead-topic

/Q5 assessment for another plant. It is not possible, for most topics, to provide a reasonable response or generate an assess-ment within 30 days.

This is not surprising since in many cases it required many months of NRC contractor effort to develop the lead topic-assessment.

SEP Topic Schedule This topic schedule does not include topics which are re-solved, or for which resolution is imminent.

II-2.A Severe Weather Phenomena III-2 Wind and Tornado Loadings III-4.A Tornado Missiles 2.

The completion of these three interrelated topics depends primarily on the completion of NRC contractor work being done on Topic III-2 by Franklin Research Center (FRC).

RG&E cannot provide a schedule for responding to these topics until we have had an opportunity to review the III-2 assessment.

We will provide a schedule for resolution of this topic within 30 days of the receipt of that assessment.

II-3.A, II-3.B, II-3.B.1, II-3.C, III-3.A Hydrology RGGE has committed to provide a PhIP/PMF study in early August.

This will be completed.

The NRC has determined that an NRC contractor evaluation of the Ginna revetment is required.

This has not yet been scheduled.

No further work can be done until this evaluation is made by the NRC.

III-1 Classification RGGE is awaiting NRC contractor evaluation, originally scheduled to be completed 6/30/81.

III-3.C ISI of Water Control Structures RG6E will develop a topic assessment within 30 days of receipt of a lead topic assessment (not yet received).

III-4.C Internally-Generated Missiles The lead topic assessment, for Palisades, was received very

recently, on August 3, 1981.

RGGE cannot provide a schedule until we have had a chance to review this assessment in detail.'owever, it "appears that, a substantial length of ti'me, possibly in excess of 90 days, wi;1'1 be required to prepare

III-6 Seismic Considerations RG6E schedules were submitted in a March 23, 1981 letter from RG&E (Maier) to NRC (Crutchfield).

III-7.B Load Combinations This topic is being performed by an NRC contractor, and is scheduled for completion by August 30, 1981.

VI-1 Organic Materials An evaluation of this topic in response to the NRC's January 26, 1981 questions is expected by September 16, 1981.

VI-2.D Mass and Energy Release VI-3 Containment Heat Removal These two interrelated topics are being performed by NRC contractor, with work originally scheduled to be completed by June 30, 1981.

Because of the obvious difficulty of these topic reviews, RG6E cannot provide a schedule for completion until we have reviewed the contractor results.

RGGE will provide a schedule for resolution of these topics within 30 days of receipt of the topic assessments.

VI-4 Containment Isolation (systems)

This very extensive NRC assessment received August 3,

1981, will require at least a

90 day period to provide a response.

VI-7.B ESF Switchover RGSE will respond to NRC questions regarding instrumentation by August 18, 1981. If additional detailed hydraulic analysis is required, a completion date of December 1,

1981 is anticipated.

IX-1 Fuel Storage RGSE submitted information on this subject in a June 9,

1981

letter, and will await an NRC response prior to planning additional effort.

IX-5 Ventilation This work is being performed by NRC contractor.

A site visit to Ginna by NRC/FRC was conducted the week of July 27, 1981.
