Dear Mr. Crutchfield:
This letter will serve as an update to our June 9,
1981 submittal on this SEP Topic in accordance with our June 25, 1981 telephone conversation with a member of your staff, Mr. Raymond Scholl.
RG6E will use SEP Position 2, established in the USNRC's March 30, 1981 letter on this topic, for those electrical circuits which have environmentally qualified equipment inside containment.
Position 2, for the purposes of SEP review, is based on the your staff's interpretation of the Criteria contained in IEEE-317 in that only a single failure need be assumed in each electrical penetration circuit where both the equipment and overcurrent protection devices are qualified.
Specifically, the containment fan circuits described in Section 5.3 of our June 9,
1981 submittal will not be modified.
In addition, the primary breakers of some electrical equip-ment are intentionally deenergized while the plant is at power.
Since the power and control circuits are removed, no fault conditions exist.
Therefore, improvements to the existing're-laying systems on the backup breakers are not required.
