SEP Topic VIII-3.A, "Station Battery Capacity Test Requirements" R. E. Ginna Nuclear Power Plant Docket No. 50-244

Dear Mr. Crutchfield:

This letter is in reference to your June 12, 1981 letter relative to this topic.

In that assessment, it is stated that the Technical Specifications do not require a battery service test.

In fact,, the Ginna Technical Specifications, section 4.6.2, do specify a battery service test. to be conducted at approximately 12-month intervals.

This fact was correctly noted in the NRC's previous assessment of this SEP Topic, in a letter from Dennis L. Ziemann to Leon D. White, Jr.,

dated April 18, 1979.

Additional comments:

I As correctly noted in the NRC's April 18, 1979 assessment, the Ginna Technical Specifications do not require a battery discharge test.

However, the battery service test which is performed is a much more stringent version than that specified in IEEE-450-1972, in that, the test is run for eight hours (rather than 2 hours2.314815e-5 days
5.555556e-4 hours
3.306878e-6 weeks
7.61e-7 months
),

at a load which simulates the design basis load required following an accident.

2.

RG&E has not received a copy of EGSG Report 1315F, "Battery Capacity Tests."

We would appreciate a copy, so that we can review the "Review Criteria."

3.

RGBE considers it to be useful to document. all references and previous correspondence relative to the SEP Topic in the SEP assessments.

For VIII-3.A, this should include the NRC's previous assessment of this topic, transmitted by letter of April 18, 1979 from Dennis L. Ziemann to Leon D. White Jr.

We.trust that these comments will allow you to complete this SEP Topic assessment.

Very truly yours,
