E. Ginna Nuclear Power Plant Docket No. 50-244

Dear Mr. Crutchfield:

The purpose of this lettex is to specify the provisions RGSIE has incorporated into the Ginna Station procedures, relative to the NRC positions for this topic as detailed in the Final Inte-grated Plant Safety Assessment

Report, NUREG-0821, December 1982.

(1)

The present inservice inspection program at Ginna has been formalized by implementation of Maintenance Procedure

M92, entitled "Underwater Inspection of Mechanical Equipment and Structures in the Screenhouse."

This procedure provides guidance for inspection by divers of the mechanical

screens, pump inlets,. structures housing the pump inlets, and forebay from the intake shaft to the screens.

The divers will check for conditions such as cracking, erosion, obstructions,

heaving, and other detexioration or degradation.

(2)

Our present program requires that the traveling screens be ovexhauled on a five-year cycle (approximately one per year).

This is specified in Procedure A-1010 entitled "Mechanical Preventive Maintenance Program."

(3)

A new procedure, M92.1, "Undex'water Inspection and Maintenance of the Intake Tunnel Structure and Shaft" has been implemented.

The inspection will rate the condition of concrete structures and surfaces, and check fox cracking, erosion, obstructions,

heaving, and other deterioration, as well as the position, anchorage, and condition of the intake heater cabling.

Because of the difficulty and danger of these inspections, it is planned that they be performed on a 10-year basis, unless conditions warrant otherwise (see for example (7) below).

(4)

A new procedure, M92.2, "Inservice Inspection of Miscellaneous Water Control Structures at Ginna" is being implemented to provide for periodic inspection of the discharge

canal, revetment, and service water redundant xeturn outlet structure.

The discharge canal and outlet structure will be inspected on an annual basis, for conditions such as cracking, erosion, obstxuctions, and other deterioration.

The revetment will be inspected for damage due to movement or change in elevation of the armor stone.

(5)

The results of all inservice inspection reviews will be reviewed by the Structural Engineering Group.

(6)

A special file will be developed for the inservice inspection reports for water control structures.

This file will include all presently available applicable engineering

drawings, photographs, and specifications.

The file will also include previous inspection repoxts, as well as all futuxe reports, photographs, and record of modifications.

(7)

Additional inspections will be pexformed aftex'xtreme events such as floods ox seiches which are judged to jeopardize the integrity of the water control structures.

RG6E believes the above program corresponds to the commit-ments provided in our letters of Octobex'2, 1981 and January 15,

1982, "SEP Topics III-3.C, Inservice Inspection of Water Control Structure", April 5, 1982 "SEP Topic Reviews",

and AUgust 25, 1982, "Draft NUREG-0821".

As previously committed, this program will be implemented during the 1983 refueling outage.

Very truly yours, J hn E. Maier
