Dear Mr. Crutchfield:
Our letter to you dated December 2,
1982 discussed the Post Accident Sampling System implementation schedule.
At that time it was determined that the system would be operational and meet all the requirements of NUREG-0737 by mid-February 1983.
Construction has been completed and the testing is essentially complete.
- However, on February 12, 1983, while performing the Final Acceptance
- Test, we experienced a pressure regulator valve failure.
The failure of this valve prohibits the sampling of high pressure (greater than 120 psig) fluid.
After some delay in delivery of parts, the valve was repaired and a temporary modification made to the system to prevent reoccurrence of the same type failure.
Testing was resumed, but on about February 16 a high pressure remote control valve failed.
Subsequent adjustments failed to correct the condition.
At present, this valve is being replaced.
The above-mentioned failures extended our testing schedule beyond our commitment date.
The valve replacement, design and installation of a permanent modification for the pressure regulating valve, retesting, and completion of the Final Acceptance
- Test, cannot be completed before the Spring shutdown scheduled to begin on March 26.
Testing then, cannot be resumed until the plant is back to operating pressure and temperature which is presently scheduled for early June.
It is expected that final testing will extend to June 30, 1983 at which time the Post 8303080460 830303 PDR *DOCK 05000244 PDa. +.,:j

Accident Sampling System will be operational and meet the require-ments of NUREG-0737.
Should the outage extend beyond early June, the system will be operational within three weeks of initial criticality.
A related matter, our letter of September 23, 1982 responded to a Commission request for a schedule to provide additional information for the criteria of NUREG-0737, Item II.B.3.
In that letter we indicated that a complete response would be submitted in mid-February coincident with the operational date of the Post Accident Sampling System.
Because of the work load imposed by unforeseen complications evolving from our test program, we have been unable to complete the response.
We will satisfactorily respond to all the criteria by June 3,
1983.
