Dear Mr. Crutchfield:
This letter transmits the results of a study made to deter-mine the flooding characteristics at the Ginna plant site, due to postulated overflows from Deer Creek.
Results are presented for the Standard Project Flood (SPF) and the Probable Maximum Flood (PMF). It was determined that protection is presently available for the Standard Project Flood, which is considered a conservative design basis for the Ginna site.
Further, additional margin is presently in place, such that safe shutdown conditions could be maintained, even in the event of a.Standard Project Flood plus one foot (SPF
+
1 foot).
RG&E considers that the present plant protection available meets the requirements of the regulatory basis for natural phe-nomena protection General Design Criterion 2.
This criterion specifies that the design bases for safety-related structures, systems and components shall reflect:
"(1) Appropriate consideration of the most, severe of the natural phenomena that have been historically reported for the site and surrounding area, with sufficient margin for the limited accuracy,
