Environmental Qualification of Electrical Equipment R. E. Ginna Nuclear Power Plant Docket No. 50-244
Dear Mr. Crutchfield:
Your letter dated December 13,
- 1982, and received December 20, 1982, transmitted the Safety Evaluation Report for the Environmental Qualification of Safety-Related Electrical Eguipment for Ginna and a Franklin Research Center Technical Evaluation Report dated May 28, 1982 addressing the same subject.
A number of responses were requested.
We were requested to inform you within 7 days of receipt whether any information in the TER was proprietary.
On December 20,
- 1982, we informed a member of your Staff, Mr. James
- Lyons, that the TER did contain proprietary information.
We were requested to provide written justification for protection from public disclosure within 20 days.
We will attempt to provide this by March 1, 1983.
We estimate that this much time will be required to obtain the reguired.affidavits from owners of the information for which non disclosure will be requested.
We were also requested to provide additional technical information within 30 days.
We will provide a preliminary response to this request by February 1,
1983 and a final response by April 4, 1983.
- Finally, a complete technical response including plans for qualification or replacement was requested within 90 days.
We will provide this response by June 15, 1983.
This amount of time is reguired to provide these responses for a variety of reasons.
First, personnel who will be responsible for preparing the responses are currently involved in preparation of a number of technical reviews to which we are already committed for the Systematic Evaluation Program (SEP).

2 supporting SEP and the Ginna Full Term Operating License Conversion.
Second, it appears that some information previously submitted to the NRC and their contractor has not been used in the NRC's review.
Additional reviews will be required by RG&E based on lack of response to this information.
Third, several issues were referred to the NRC Staff by the NRC contractor for decision;
- however, no decision was made.
Lack of NRC decision will require additional effort on our part to generate responses, particularly since the TER had been available to the NRC since May, 1982.
We believe these schedules are acceptable based on justifica-tions for continued operation which have been submitted previously and the updated preliminary version of which will be submitted by February 1, 1983.
