Dear Mr. Crutchfield:

Your letter dated November 15, 1982 requested that we submit ECCS models which specifically treat upper plenum injection.

As you noted, models have been developed as a part of the long-term effort to satisfactorily treat upper plenum injection since less sophisticated methods to bound upper plenum injection were developed in 1978.

We will submit by mid-February 1983, or reference on our docket, a report to be prepared by Exxon Nuclear Company.

Except for four demonstration assemblies in nonlimiting positions, only Exxon fuel will be in the Ginna reactor until the Spring 1984 outage.

Treatment of Westinghouse fuel response to upper plenum injection will be handled, if necessary, as a part of the 1984 fuel reload submittal.

The Exxon report to be submitted in February 1983 will include a set of sample calculations for a limiting break size for a generic two-loop plant with upper plenum injection and will include justification for not doing calculations for a spectrum of large break LOCAs.

We expect that the generic calculations will also show that existing ECCS calculations are conservative and will obviate the need for plant-specific calculations.
