Dear Mr. Crutchfield:
An RGSE letter dated August 5, 1980 described the Company's plans for providing Shift Technical Advisors (STAs).
RGEE agreed to assign an additional individual to each shift to meet the NRC requirements of the TMI Accident Assessment Function.
RGSE committed that the individual will be within 10 minutes of the control room and will only function in an advisory capacity to the Shift Supervisor.
Recently the NRC Staff has required that certain interim actions be developed in our program for complying with Appendix R
to 10 CFR Part 50.
Included in these actions are procedures to restore or operate equipment during and following a fire which is postulated to completely destroy all equipment within certain fire areas.
One of the areas for which procedures are required to be developed, and which is assumed to be completely destroyed, is the control room.
Complete destruction of the control room means that onsite power and nearly all plant indication and control is lost until repair and restoration procedures are completed.
The most critical activities following an assumed fire of this nature are the quick restoration of vital plant functions.
No other off-normal transients or accidents are assumed to occur concurrent with the fire so that the optimal use of personnel is to restore equipment necessary for shutdown of the plant

For these reasons the STA will be assigned specific restoration duties to be accomplished within approximately 30 minutes following a control room fire.
The STA then will be available for the normal duty of providing advice to the Shift Supervisor.
In addition, during the interim period before full compliance with Appendix R is achieved, the STA will be assigned the same restoration activities following an assumed fire which could be 8405040225 840427 PDR ADOCK 05000244 guu4 s/p

The fire loading in this area is low (less than 17,000 Btu/ft ), an automatic detection system is provided within the
- area, portable extinguishers and hose stations are provided nearby for fire fighting, and the area is not part of an access route to other plant areas such that transient combustibles might frequently pass through this area.
Therefore, the probability of a fire in this area large enough to defeat redundant control circuits is small.
Since the STA will be trained for restoration activities following a control room fire, and these same activities may also be required for a battery room B fire, the STA will be assigned limited actions for an interim period for these two postulated fires before providing advice to the Shift Supervisor to bring the plant to normal shutdown conditions.
